The Firelance can only be found during a random encounter. The higher your Luck Skill is, the higher the chance a random encounter will occur.

Don't mean to bring you down or anything, but he'll most likely be back. I mean he is part of the DD(or so I've heard) so he most likley is behind some proxies so IP banning doesn't work.
